For the last 3 days, I attended a training in government procurement systems. The topics mostly focused on the procedures. There are some changes with the past regulation. With the new regulation, now the procurement types are divided to:
- Goods procurement;
- Construction procurement;
- Consultant procurement; and
- Other services procurement.
However, according to the regulation, if we want to procure services we should start procure it from our internal resources, i.e. procurement through our party (swakelola). The procurement priority now is not through third party (external supplier/provider). It means the procurement should optimize their internal resources before thinking to finding the resources from external party. If we can't find the resources from our internal party, then we should procure it through external party.
Now there is no limitation value for services to be procured by our internal party. As long as we can manage it well, we can procure it with any value. However, all goods needed to support the services process procured by swakelola should be procured from third party, than could be done through competitive bidding, simple bidding process, or direct shopping.
After the training, we had a certification exam from Government Procurement Policy Agency (LKPP). The exam result will be published next month in LKPP's website. If we could pass the exam, we will get a procurement expert certificate. The duration of the certificate is for 4 years. It means we should renew the certificate through examination process again after the expiration date. In the past I had get the certificate. However, it has expired. That is why I took the certification exam again.
I enjoyed the training and certification process. With these processes, I could learn the new regulation through direct discussion with the instructors and participants. Let's wait for next month for the result of the certification. I wish you all of the participants could pass the exam and get your certificate!
